Ο ΧΑΡΙ ΓΚΕΛΜΠΕΡ σπούδασε ιστορία στο Κέιμπριτζ και στη συνέχεια έκανε το διδακτορικό του στο πανεπιστήμιο Μόνας στην Αυστραλία. Δίδαξε διεθνή πολιτική στο πανεπιστήμιο της Βοστόνης, στο Χάρβαρντ, στο Γέιλ και στο Μόνας. Από το 1975 μέχρι το 1992 ήταν καθηγητής πολιτικών επιστημών στο Πανεπιστήμιο της Τασμανίας και παραμένει επίτιμος καθηγητής. Ήταν ερευνητής στο Κέντρο Ευρωπαϊκών Σπουδών στο Χάρβαρντ, καθώς και στο Τμήμα Διεθνών Σχέσεων στο LSE. Ζει στην Αυστραλία και ταξιδεύει συχνά στην Αγγλία και στις ΗΠΑ.
